A policy level seminar on “Effective implementation of Frontier Crime Regulations (FCR) Reforms in FATA” was organized by Devolution Trust for Community Empowerment (DTCE). The basic purpose of the seminar was to discuss the implementation status of FCR reforms and its potential to be the catalyst for governance improvement in FATA and to obtain the views and opinions of the participants on changes in the FCR as well as opportunities and challenges for further and future reforms that can bring FATA and its people at par with the rest of the country.

The ceremony for signing of Memorandum of Understanding (MoU) was held in Islamabad on 10th December 2013 in which key officials of District Administration Narowal and DTCE participated.

Research for Improved Governance in Khyber Pakhtunkhwa

DTCE implemented the research study titled “Research on Government Officials Survey on Administrative, Tax and Gender Reforms in Khyber Pakhtunkhwa” funded by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH.

The primary research objective was to assess the perception of local administration on the capability of the state to fulfill its governance functions related to the thematic areas of administrative, tax and prevention of violence against women.

In a landmark achievement, 49 voluntary inmates from Swat region successfully graduated from Nawa-e-Seher De-radicalization Center (NSDC) in Bajaur in an impressive passing out ceremony held on October 11, 2013.

NSDC is being managed by Frontier Corps with technical and financial assistance from DTCE. It is supported by the Kingdom of Netherlands through DTCE’s “Public Safety and Justice Program”.

Bridging the Gap between Police and Community

On 19th September 2013, The Khyber Pakhtunkhwa Police department launched community policing initiative in Malakand Division supported by United Nations Development Programme (UNDP) and implemented by Devolution Trust for Community Empowerment (DTCE). The launch event was organized in District Swat. Participants were also briefed about the goals and objectives of the community policing project, which is aimed at bridging the trust deficit between the community and local police.

European Defense Attachés Hail DTCE’s Reintegration Program for Former Militants

In a related development, a delegation of Defense Attachés from six European countries visited DTCE and reviewed the functioning of Nawa-e-Sahar De-radicalization Center via live video link.

The visiting delegation included Lt Col Zsolt Muller (Hungary), Col Anders Walden (Sweden), Lt Col Markus Maeder (Switzerland), Lt Col Walter Buysse (Belgium), Commander Carsten Klenke (Germany) and Frans van Veenendaal (Netherlands) and Saadat Ali (Senior Program Officer, Embassy of Netherlands).

A seminar to raise citizens’ voice in support of implementation of FCR reforms was organized by Devolution Trust for Community Empowerment (DTCE) on 28th March 2013. People from all segments of the society including Bajaur, Khyber and Mohmand agencies, civil society organizations, lawyers, journalists, students, political activists and women from tribal and settled areas attended the seminar.
