Laying Foundation for Evidence-based Planning and Development

DTCE has entered into a partnership with District Government Narowal for providing technical support for evidence-based planning and development in the district on a pilot basis. The ceremony for signing of Memorandum of Understanding (MoU) was held in Islamabad on 10th December 2013 in which key officials of District Administration Narowal and DTCE participated.

The proposed initiative is a pioneering effort for building capacity of local governments for effective development planning and service delivery relying on research-based evidence at the grass roots level. Initially, the project will be focused on special education, rural health and solid waste management. In the first phase, a combination of field and desk research will be undertaken to establish requirements of local communities and understand the financial, administrative and cultural gaps hindering effective service delivery. The project also aims to build public private partnerships to resolve community problems and accelerate development processes. Building on more than a decade of experience and technical prowess, DTCE will play an instrumental role in inculcating knowledge-based decision making and partnership building into government processes.

The program will be implemented on a pilot basis for a period of one year in one tehsil, after which a comprehensive program review will be undertaken. Expansion into other tehsils and districts will be based on the lessons learned in this phase.
