Description


The project is innovative in a way that aims to cater for both sides of the equation. On demand side citizens’ voice will be strengthened by building capacities of CSOs and communities in order to equip them with necessary knowledge and resolve to actively participate and oversight of public bodies. Similarly supply side will be encouraged to improve their performance and provide effective service delivery which in turn will strengthen civil-state and increase trust and confidence in state institutions. Furthermore, linkages will be developed between and among Government, political parties and other stakeholders for improved accountability and advocacy for policy/legislative reforms.

Another differentiating factor is focus on key service delivery sectors i.e. Health, Education and WASH. Collaboration and consultation between supply and demand sides actors focused in these sectors would generate thought provoking debate that would lead to innovative ways in which information secured through RTI Act can boost institutional performance in these sectors.

Objectives



To strengthen citizens’ voice for improved accountability by building capacities of CSOs and communities on active participation and oversight of public bodies as well as to improve linkages between and among Government, political parties and non-Government actors.
To improve responsiveness of government offices on transparency and accountability mechanisms as well as provision of enabling institutional support

Direct Expected Outputs



Civil Society and communities capacitated
District level RTI implementation review forums established
Increased responsiveness by Public Information Officers in entertaining requests for information
Basic office infrastructure provided for Public Information Officers at provincial, district and departmental level
Application tracking software up and running
